Richard Latroy Turner, son of Angeline (Gary) Todd and Richard (Rita) Mills, was born in Spartanburg County. "Troy" attended Spartanburg District 7 Schools and received his GED. He developed a passion for brick masonry and later moved back to Spartanburg and worked in the construction field.

He leaves to cherish fond and loving memories, along with his parents, to the love of his life, Jaymi Byrd of Spartanburg, SC; daughter, Ja'nydiah Troine Byrd of Spartanburg, SC; son, Breon Latroy Byrd of Spartanburg, SC; brothers, Larry Jackson, Jr. of Inman SC, Marise Mills of Chesnee, SC,  Shone Erick Mills and Chris Mills both of Boiling Springs, SC; and a host of nieces, nephews other relatives, and friends
