Joyce Ann Petty Norris, affectionately known as MeMa, was born on October 31, 1954, in Manhattan, New York to the late Louvenia Ballenger Phelps and the late Samuel Phelps. From the beginning, her life carried both sparkle and strength. She graduated from Stewart Park High School in Manhattan and later continued her education at Rutledge College, where she earned an associate degree in computer science.
Joyce lived with a joyful spirit that could fill a room. She was fun, loving, active, and always had room in her heart for others. She cared for many people through the years, giving kindness the way others give breath. She loved to travel and cherished every moment spent with her grandchildren, who were the rhythm of her life. A true James Brown fan, she kept soul music alive in every celebration. She adored dressing up for Halloween because it was more than a holiday. It was her birthday, her personal festival of color, laughter, and joy. She was also a proud fan of the University of Arkansas football and faithfully connected with her church family at Whitehall Independent Church.
She was preceded in death by her parents, her daughter Tonya Norris, and her siblings Roseanne Cintron, Kim Jones, James Ballenger, and Albert Ballenger.
Left to cherish her life and memory are her children Jermaine S Petty and his wife Melinda of Fayetteville, Arkansas and Sonya Norris and her husband Jermaine of Inman, South Carolina. She is also survived by her brother Samuel Phelps of Syracuse New York. Her legacy continues through her grandchildren Bayleigh Petty, Jadyn Stutey, Daxton Freeman, Journey Jackson, Raven Petty, Quintavia Jackson, Jermaine "JT" Petty, and Quavious Jackson. She also leaves behind her great grandchildren Bentley Soza and Blakelyn Soza, her brother-in-law Justo Cintron, her sister-in-law Shirley Hurd, and a host of nieces, nephews, family, and friends who loved her deeply.
Joyce transitioned peacefully at her home on Sunday, November 16, 2025. Her earthly voice may be silent, but her laughter, her love, and her melody will echo through generations. She has taken her rest, yet her light remains.
