Billy Charles Carter was born on April 24, 1956, to the late James Wallace and the late Hazel Mae Cater, in Spartanburg, SC. He was educated in Spartanburg County schools. He was employed at the Spartanburg Medical Center until his health failed.

Billy was a very outgoing and comical individual. He loved to eat and his favorite NFL team was the Pittsburgh Steelers.

He was preceded in death, along with his parents, by daughter, Keisha Brewton; siblings, James Carter and Teresa Harris; and best friend, John Ferguson.

He leaves his legacy and memories to son, Lamont Brewton of Spartanburg, SC; sister, Elizabeth "Vette" Alexander of Moore, SC; brothers, Tony Rodgers and Willie Rodgers; grandchildren, Cody Brewton, Latoya Brewton, Hannah Brewton, and Lamont Brewton, Jr; niece, Felecia Hardy; and a host other relatives and friends.

On the evening of Wednesday, February 28, 2024, Charles transitioned at the Spartanburg Medical Center. He will be missed by his family and friends.
